The Ministry of Housing, Communities and Local Government (MHCLG) requires the pools to submit bi-annual progress reports covering:

• The scale of assets to be pooled,
• Progress on the development of the vehicle to pool the assets
• Governance arrangements,
• Estimations on the reduction of costs
• Plans on future infrastructure investment
